Hearing the news, Alok says the Prime Minister has made a new law
Hearing the news, Alok says the Prime Minister has made a new law. His sister says the Prime Minister does not make laws alone. Who is right?
Who do you think is right? Pick one.
The answer: His sister is right
Why
Alok is repeating what the news itself often says, and there is truth behind the shorthand — the Prime Minister leads the government that proposes most laws, and without that push few would appear. But proposing is not the same as making. A bill has to be debated and passed by the Lok Sabha, then the Rajya Sabha, where members from other parties and other states question it and can amend it, and only then does it go to the President for assent. Along the way it can be changed, delayed, or defeated. This is the point of the design: it forces an idea through many hands so that no single person's will becomes law by itself. Test: follow one bill through the news and count how many stages it passes and how long each takes. His sister is right — the Prime Minister leads the process, Parliament makes the law, and the difference is the whole safeguard.
