Kabir says only people who own land get to vote in village elections

Kabir may be thinking of a much older idea of voting, from times when a say in decisions was tied to owning property or paying tax. India's system, at every level including the village, does not work that way. Anyone who is 18 or older and is on the voter list is automatically a member of the Gram Sabha and votes in Panchayat elections — whether they own farmland, rent a room, or own nothing at all. Test it: a landless farm labourer and a large landowner in the same village each cast exactly one vote in the Panchayat election, and each is one member of the Gram Sabha with the right to speak and question. His sister is right: every adult voter takes part, regardless of land — a voice in local government is not something you have to own property to get.
