Nisha uses "Gram Sabha" and "Gram Panchayat" interchangeably, thinking they are the same thing. Her brother says they are two different things. Who is right?
Who do you think is right? Pick one.
The answer: His brother is right, the Gram Sabha is all adult voters, the Gram Panchayat is the small elected group
Why
The two names sound similar and both are about the village, which is why they get muddled — but they are two different bodies with different jobs. The Gram Sabha is EVERYONE: every adult in the village area who has the right to vote is a member, and it meets a few times a year to discuss and approve the big things. The Gram Panchayat is a SMALL elected group — the ward members chosen by the villagers, plus the sarpanch — that runs the village's day-to-day work between those meetings. Test it: you do not get 'elected' to the Gram Sabha — you are automatically a member the moment you are an adult voter there; but you do get elected to the Gram Panchayat, and it answers to the Gram Sabha. His brother is right: the Gram Sabha is all the adult voters, the Gram Panchayat is the small elected body that works under them — same village, two different things.
