Aryan says the village sarpanch (Panchayat head) can make any decision for the village all by himself. His sister says big decisions are not the sarpanch's to make alone. Who is right?
Who do you think is right? Pick one.
The answer: His sister is right, big decisions and the budget are settled in the Gram Sabha
Why
Aryan is picturing the sarpanch like a boss who gives orders, but that is not how a Panchayat is built. The foundation of the system is the Gram Sabha — a meeting of every adult in the village who has the right to vote. The Gram Sabha discusses and approves the big decisions and the Panchayat's budget: which works get done, how the money is spent, who gets help. The sarpanch leads those meetings and makes sure the decisions are carried out, but the decisions belong to the whole Gram Sabha. Test it: a Panchayat's spending has to be placed before the Gram Sabha and questioned by ordinary villagers — a step that would make no sense if one person could simply decide. His sister is right: the big decisions and the budget are settled by the Gram Sabha, not the sarpanch alone — the sarpanch leads and carries out, but does not rule.
